Not is there only deregulation of the financial sector of our country there is deregulation in the government sector. Government does not have to follow any regulations or treaties created by the international community post WWII.  Although Saddam was expected to bide by proposition 1441 of the United Nations or be bombed, the United States is free of any control by the US. More astounding is that government choses when to be regulated the Constitution of the United States.

President Carter is speaking of our government breaking laws, humanitarian, international and our own laws with immunity given to Wall Street.  With all the weight of any propaganda term and its connotative manipulated meaning, terror and not democracy sets the standards by which Congress, the President and military operate.
